Hi, I’m Shema.

I’ve always been the person who loves solving problems most people avoid.

Those career tests? They all said the same thing troubleshooting was my lane.

The truth is, I feel at home calling the county, digging through zoning codes, and piecing together feasibility puzzles.

I built Empyrean Development to be the go-to due diligence resource for Arizona land because when you know exactly what you have, you can move forward without second-guessing.




Today, I’m actively sourcing off-market land and guiding owners and investors with due diligence blueprints to uncover opportunities but..

  • Over the next 12–18 months, I’m evolving into a Land Consultant who helps secure entitlements, prepare properties for development, and connect projects with builders and end users.

 

  • Beyond that, I’ll be creating my own small-scale infill developments and thoughtfully planned lot splits.

 

  • My long-term vision is to develop a high-quality RV and mobile home community that blends flexibility, natural landscapes, and a shared garden space—designed to feel connected to the land, not imposed on it.

Entitlements are an area of real estate I truly value, and one I aspire to handle more directly as my business evolves.

While this isn’t my primary focus at the moment, it’s a part of the land process that I treasure. There’s something deeply rewarding about helping land move through the approvals and planning stages that ultimately shape how it will be used.

To me, entitlement work is about creative problem-solving, understanding the opportunities and challenges within a property, navigating the layers of process and policy, and helping unlock potential that aligns with both builder goals and community needs.

As I continue building trusted relationships and deepening my understanding in this space, I maintain connections with experienced partners, especially for larger entitlement plays, often 40 acres and above,  and I approach each opportunity with genuine curiosity and care.

It’s a part of this work I’m eager to lean into more over time, a space where careful planning and collaboration can help land reach its best potential.
